EVOC Sector Update: 23 April 2020

Hello Everyone

As things change so quickly at the moment we’ll be sending out sector updates more frequently. Here’s some of what I’ve been working on over the last week:

PPE
I’ve raised this issue within the Edinburgh Resilience Partnership and the SE Scotland COVID-19 Caring for People Group. I have been assured that Edinburgh Health and Social Care Partnership are aware of this growing issue and I will hopefully have further info on this soon.

Scottish Emergency Funding Advisory Board
I have joined this board where the major funders provide information on the uptake of the various grants programmes and emerging issues. I am feeding back information from the forums and networks but if you have a strategic issue which you think should be fed into this group please don’t hesitate to contact me or any member of the team.

Vulnerable People
Building on the amazing humanitarian response by the voluntary sector we have now secured an agreement with CEC that support for delivering food will be funded.

Edinburgh’s COVID-19 Food Network and Support Response

EVOC has been working with the Council and voluntary organisations across the city to try to achieve a more co-ordinated approach to ensure that Edinburgh’s most vulnerable people have the food they need.

It’s been a complex challenge for everyone but we’re pleased to report that now, when people ring the Scottish Government freephone helpline, their requests for support will be directed toward all of the great local work that is already going on in local communities.

Alongside this and working with our colleagues at Volunteer Edinburgh we will also be able to process requests for dog walking, food collection/essential shopping and other help that might make life easier during this difficult time.

FUNDING NEWS

The Wellbeing Fund will open again for Expressions of Interest on 7 May.

Any organisation that has submitted an EOI by last Sunday will be sent an application form link if they have reached the next stage. 

Please keep an eye on the FAQ’s SCVO have produced on the application criteria. The system for assessments is quite rigid so if your application deviates from the criteria then your application will be rejected.

The Bank of Scotland Foundation REACH fund is opening up to applications monthly to help speed up the grants to charities responding to COVID-19.

EVOC Sector Update

Dear all,

As you will by now be aware, we are looking at a long-term change to the way people and communities live their lives and, alongside this, our organisations and groups will require to change our operating models significantly.

This will have a direct impact upon us all but is likely to disproportionately affect people of all ages across the city who already faced significant challenges: people living with disabilities, challenges to mental health or frailty; those experiencing health or education inequalities, poverty or a choice between heating the home or eating a meal.

During the last days, in discussions with our Third Sector Interface (TSI) partners: Volunteer Edinburgh and Edinburgh Social Enterprise, it has become clear that our role as the TSI should be to support the local initiatives which have begun to develop around the idea of neighbourliness. We need to encourage and support the grassroots community response in whatever way we can.

EVOC will take a role around supporting organisations and communications: this will include exploring the emergent challenges for organisations and community groups on the ground, advocacy and support to ensure that you have the tools and intelligence you require.

We are hearing about the way voluntary organisations have changed the way they work in order to continue to support communities, and we are talking to our members about how we can best share this information.

We are currently finalising a survey to be circulated to all groups. We recognise that you are very busy but if you could take some time, we will be able to feed this information into planning discussions.

We have provided an update on specific areas of EVOC’s work below. However, we are keen to draw your attention to some of some specific information which will be critical for you and your service users over the next months.

  • CHAI has produced the attached leaflets detailing changes to welfare rights entitled ‘What can you claim’ as well as an update on advice services please circulate this amongst your service users and colleagues
  • NHS National Services Scotland (NSS) of NHS Scotland has established a telephone triage centre for social care supplies: 0300 303 3020.  This should be used in cases where you have confirmed or suspected cases of Covid-19, require PPE and have exhausted current supplies and supply chains. Please see the email at the end of this message from Alana Nabulsi, Contracts Manager, Edinburgh Health and Social Care Partnership for additional info.
  • Police Scotland have put out the attached notice regarding home working and coronavirus scam emails – please circulate this amongst your staff and colleagues.
  • Adopt An Intern is a small organisation which offers a recruitment service for organisations. They have sent us information about their Intern Hub, which can offer remote staffing support for a range of tasks – which might be critical support if people become unwell in the areas they cover.

We are exploring ways for networks and forums to continue to meet online, liaising with the forum Chairs. EVOC holds contacts for thousands of organisations across Edinburgh and we are willing to share information either geographically or thematically. Please let us know how we can help.

ORGANISATIONAL SUPPORT

VOLUNTEERING

Paul Wilson, Chief Officer has provided the following update about their current work.

You will no doubt be aware of the emerging, fantastic community response to the current coronavirus pandemic.  People all over Edinburgh are offering to help one and other and forming groups on-line etc.  As the city’s volunteering infrastructure organisation, we are very keen to encourage this amazing active citizenship and good neighbourliness, while supporting people to undertake this activities in a positive and safe way. 

 Our key message to people is think local and act local.  It’s all about being a good neighbour!  It is the best thing that people can do.

TRAINING REQUESTS

In line with current advice, we have suspended our current, face to face, training programme. We are exploring different ways to deliver training, including electronically and we will keep you updated.

Subject: NHS NSS Triage Centre 

Good morning

See below for contact details of the NHS NSS triage centre for social care supplies which is being stood up and going live at 8AM today. Before calling you must be able to confirm three things – that you have confirmed or suspected cases of COVID-19 and therefore require PPE; that you have exhausted all opportunities to source PPE with your local NHS health board by working with colleagues (such as localities and myself); and also exhausted all your usual procurement routes and supply chains.

I understand that there will be a series of short questions and then the three items required will be allocated where urgently needed.

I imagine that this will be a very busy line given the context that we’re working in and the challenges that are being experienced across the sector – so sit down, make a cup of tea and get comfortable!
