The Community Commissioning Process

This diagram outlines the four main stages of the Community Commissioning process undertaken (Oct 2021 – Mar 2022):

  1. Stage One – Pre-work: alongside the process for receiving expressions of interest and carrying out due diligence, this stage will include: the establishment of two layers of governance (locality-wide and city-wide) and short-life expert groups comprised of those with lived experience and those from priority groups. Our Citywide Advisory Team will have overall ownership of the whole process and in the event that agreements are not completed during the intermediate stages, it will be this group who would take final decisions to ensure that no part of the investment is returned to Scottish Government. This stage has started already with expressions of interest to be accepted by the 14th January 2022.
  2. Stage Two – Consensus Building: The ambitious core of this programme is to create a process which will facilitate honest and possibly challenging discussions between all interested parties. These discussions will need to focus on the ambitions for the whole community, rather than on individual, organisational or public bodies’ ambitions. The process will be established as a maximum of three facilitated discussions and will be informed by the input from organisations, a clear understanding of need in the locality or theme and the input of our experts.
  3. Stage Three – Locality Advisory Team: while we are very ambitious about the stage two consensus making, we anticipate that there will be areas where agreement is not reached. To continue this discussion locally, we will host a panel comprised of the membership outlined later in the document. This group will take a more executive stance on decision-making, led by identified need in the area.
  4. Stage Four – Citywide Advisory Team: following each of the previous levels of deliberation by stakeholders, we will produce a short report of the event with the agreements that have been made and the areas which still require additional exploration. This group will meet to ratify local agreements and to ‘mop-up’ any remaining decisions. Again, this will be led by need as laid out in the earlier parts of the process.
